From the FAQs:

Q: How do I get into the Top 100 list?
A: The Top 100 list is chosen and sorted by an automated scoring algorithm. The specifics of this algorithm are kept secret, however there are lots of good hints on the Gallery Tips page that will help you improve the quality of your gallery and, in turn, your potential ranking in the top 100.

I will say this... in addition to what's mentioned on the Gallery Tips page, having your pages get featured has a big influence on your ranking because featured pages are hand-chosen to be the best and most relevant work posted on the site.
